Pentagon seeks cuts in overhead, Army, Air Force to trim budgets

WASHINGTON (Reuters) - Defense Secretary Chuck Hagel on Wednesday pledged to cut the Pentagon's overhead by almost $40 billion over the next decade and chart out ways to cut compensation by $50 billion, regardless of the depth of further cuts in military spending.

Hagel told reporters a four-month strategic review of the Pentagon's budget also pointed to possible reductions of up to 70,000 troops from the U.S. Army's active force, and up to 65,000 from the Army reserves, given the drawdown in Afghanistan.

But he said reaching the total cuts required under the process known as sequestration - $500 billion over the next decade on top of $487 billion in cuts already under way - would require tough tradeoffs between the size of the military and weapons programs. He warned that choosing size over capabilities would trigger a "decade-long modernization holiday."

Hagel did not identify any specific weapons programs to be cut, but said certain programs would be protected if the military opted to preserve high-end capabilities over size. He said President Barack Obama would decide which approach to take in coming months.

Sony revealed on Monday that it will not charge PlayStation 4 owners any additional fees to use online features like the console's chat features or popular third-party apps such as the video streaming services Hulu and Netflix.

Sony detailed the policy in a short online video, posted to field questions about the PlayStation 4. While the company said that playing online multiplayer will still require a yearly $50 PlayStation Plus subscription (a change in policy from the PlayStation 3, which offered multiplayer for free), the restriction would not apply to free-to-play games.

This PlayStation Network (PSN) news likely comes as a relief to PlayStation fans anxiously awaiting clarification. Gamers first got the news about multiplayer gameplay and premium PS Plus subscriptions via a short video meant to poke fun at Microsoft's controversial used games policy. The PlayStation 3's free online features have long been a selling point of the console, which offers basically all the same services as the Xbox 360 and Xbox Live Arcade (XBLA) without the annual $60 "Gold Membership" fee that Microsoft charged to access any of the console's online tools.

By keeping the majority of its online features free, Sony positions itself as the more cost-efficient console developer. Gamers weighing the pros and cons of one console over another have often seen the difference between the PS3 and Xbox 360's online offerings as a trade-off between convenience (or frugality) of PSN and the slightly sleeker "premium" features of Xbox Live Gold ? although having free access to online multiplayer and video streaming started to sound like much less of a bargain after the PlayStation Network suffered a massive security breach in 2011.

Security and privacy obviously remain open issues for both of the next-generation consoles, but Sony has now made the PlayStation 4 the cheaper alternative both in terms of the console's starting price ($399 versus the Xbox One's $499) and in terms of its online fees. In June, Microsoft said that it planned to keep Gold membership fees the same on the Xbox One as on the Xbox 360 ? though if the Internet's ongoing popularity contest between the two consoles has anything to say about it, the company might be in store for another 180 sometime soon.

Sony also confirmed in today's video that that it has increased the cap on PSN friends to 2,000?up from the current-generation limit of 100 and double the amount Microsoft has promised for the Xbox One.

Tunisia: Extremists Kill 9 Troops, Defiant Gov???t Sets Dec. 17 Elections

After days of demonstrations and turmoil, Prime Minister Ali Larayedh addressed the public in Tunisia on Monday. Despite calls that he resign in favor of a national unity government, he insisted that he will remain in office, and apparently there will be no major cabinet shuffle. He did make a concession in guaranteeing that new elections for a regular parliament will be held on December 17. That is the third anniversary of the self-immolation of Mohamed Bouazizi touched off the Tunisian and other Arab revolutions.

Also on Monday, Tunisian troops tracking Muslim extremists near the Algerian border got into a firefight with them and 9 troops were killed. For a small country such as Tunisia, it is a very high death toll, and Tunisians are upset because they are not used to this sort of thing.

The assassination of the leftist founder of the Popular Front, Mohamed Brahmi, last week, touched off several days of turmoil and provoked demands that the government resign. Over 50 of the 217 members of the transitional parliament have suspended their activities in protest, and on Monday the Education Minister resigned. Critics of the government complain that since it is dominated by devotees of political Islam, it is not sufficiently vigorous in fighting terrorism issuing from the Muslim religious right.

Critics have complained that the current Constituent Assembly was only elected for one year, on Oct. 23, 2011, and that it should have drafted a new constitution and moved to new elections a full year ago. When I was in Tunisia in early April, some youth maintained to me that the parliamentarians would keep delaying new elections because they liked their salaries and connections and were trying for bigger pensions. Many secular Tunisians, and those committed to human rights, also fear that the draft constitution that will be reported out within a few weeks will contain repressive articles, because of the undue influence of the religious right, of which Renaissance forms part.

Larayedh took a hard line on the anti-government demonstrations by 4 or 5 thousand people in Bardo in front of the parliament building in Tunis. He implied that if mob rule were the way his opponents wanted to go, his Muslim fundamentalist Renaissance (Ennahda) Party could put really big masses in the streets. He said he had not gone that route out of a desire to avoid public tumult. He also attacked the deputies of the Democratic Forum for Labor and Liberties (Ettakattul) of Mostapha Ben Jafar for threatening to withdraw from the ruling coalition, saying that they were being opportunistic.

The Forum only has 20 seats out of 217, whereas President Moncef Marzouki?s Congress for the Republic has 29 and the Renaissance Party has 89. Since President Marzouki is sticking with his partnership with Renaissance, Larayedh would actually still have 118 seats, a slim majority, even without the Forum, and besides, finding 20 seats among small parties and independents to replace the Forum would not be that difficult. The Forum leader Mostapha Ben Jafar, would just lose his position as speaker of the Parliament if his party withdrew.

Meanwhile pro-and anti-government demonstrations continue in front of the parliament building.

Find Your Voice: Unlocking the Mysteries of Stuttering

Terrence Murgallis, a 20 year-old undergraduate student in the Department of Speech-Language Pathology at Misericordia University has stuttered all his life and approached us recently about conducting brain research on stuttering. His timing was perfect because our research group, in collaboration with a team led by Dr. Arjun Yodh in the Department of Physics and Astronomy at the University of Pennsylvania, had recently deployed two novel optical methods to compare blood flow and hemoglobin concentration differences in the brains of those who stutter with those who are fluent.

These noninvasive methods employ diffusing near-infrared light and have been dubbed near-infrared spectroscopy (NIRS) for concentration dynamics, and diffuse correlation spectroscopy (DCS) for flow dynamics. The near-infrared light readily penetrates through intact skull to probe cortical regions of the brain. The low power light has no known side-effects and has been successfully utilized for a variety of clinical studies in infants, children, and adults.

DCS measures fluctuations of scattered light due to moving targets in the tissue (mostly red blood cells). The technique measures relative changes in cerebral blood flow. NIRS uses the relative transmission of different colors of light to detect hemoglobin concentration changes in the interrogated tissues. Though there are numerous diagnostic tools available to study brain activity, including positron emission tomography (PET), magnetic resonance imaging (MRI), and magnetoencephalography (MEG), these methods are often invasive and/or expensive to administer. In the particular case of electroencephalography (EEG), its low spatial resolution is a significant limitation for investigations of verbal fluency.

Our initial results (Tellis et al., 2011), in persons who stutter and in normally fluent speakers (figure 1), suggest that speech tasks induce hemodynamic changes in parts of the brain that control speech, including Broca?s area and pre-frontal regions. We observed a greater amount of blood flow in Broca?s area when compared to the pre-frontal region in all subjects; however, in normally fluent speakers, a greater increase in blood flow to Broca?s area was observed compared to persons who stutter.

This trend suggests a possible speech-related difference for comparing the two populations during speaking tasks. Like flow, total hemoglobin concentration increased in Broca?s area and in the pre-frontal cortex during most speech tasks we studied, but unlike flow, these changes were similar for both persons who stutter and normally fluent speakers. Interestingly, for two tasks, i.e., free speech and choral speech, a decrease in total hemoglobin concentration was exhibited by persons who stutter.

Now, Terrence has an even greater cause to be excited about brain studies. President Obama, in his 2013 State of the Union address, announced that his administration aims to fund scientists to map the human brain and thereby unlock the mysteries of memory, learning, and thinking. Our research, as well as research by others, indicates that the diffuse optical methodologies are attractive for determining differences in cerebral blood flow and blood oxygenation levels during speech tasks.

Ultimately, progress along these lines could lead to improved diagnostic and treatment techniques for persons with speech and language disorders, including stuttering. Our strategy going forward is to obtain a large amount of baseline data for typical speech and language patterns. Then, we plan to then apply these same technical paradigms to test those with disorders of speech and language including stuttering, voice, articulation, language, autism, aphasia, apraxia, dysarthria, and other conditions. These technologies are thus expanding our knowledge of the brain and could even improve upon the care we provide to clients.

Senior VP Bob Mansfield removed from Apple's leadership page

It could mean nothing, but it could mean everything. As of this morning, Bob Mansfield was still a senior vice president at one of the world's most iconic technology firms. As of now, his leadership bio is nowhere to be found on Apple's official web presence. If you'll recall, Mansfield has had an interesting couple of years at Apple. In June of 2012, he abruptly announced that he was retiring. A couple of weeks later, he publicly addressed mounting criticism regarding Apple's computers and their relationship with EPEAT, seemingly putting the kibosh on said retirement. A few weeks following that, Mansfield actually got a promotion, with his responsibilities growing once again during the executive shakeup of October 2012. It's unclear if someone accidentally deleted the profile of one of Apple's most important figureheads (read: unlikely), or if Mr. Mansfield truly has stepped aside, but we'll be reaching out to Apple in hopes of clarifying things.

Update: Reuters' Poornima Gupta is reporting that Mansfield is "no longer with Apple's executive team, but will remain at Apple working on special projects reporting to Tim Cook."
